What is CPNP?

CPNP stands for Cosmetic Products Notification Portal. It is an online notification system made mandatory by the EU Cosmetics Regulation No 1223/2009 for submitting certain technical compliance-related information about cosmetic products.

The beginning of CPNP

Originally, CPNP was only accessible to competent authorities, poison centers, and responsible persons on January 11th, 2012. And on July 11th, 2013, it became mandatory for brands owners who want to sell their products in the EU.

Why do we need CPNP?

The products need to be notified on the CPNP system before placing the cosmetics products on the EU market, including 28 EU member states, Norway, Iceland, and Lichtenstein. But CPNP is the last step of the compliance process. Before CPNP, there are still 4 steps that need to be done.

Who can notify a cosmetic product on the CPNP?

According to the European Cosmetics Regulation No 1223/2009, to notify a cosmetic product on CPNP, a responsible person (or EU brand owner) is required. If the brand is located outside the EU, it is necessary to designate an EU responsible person for the submission. Or under certain circumstances, that's the distributors of cosmetic products submit information about the products they place on the EU market through CPNP.

Who can access the CPNP?

EU responsible persons and EU brand owners have access to the CPNP for notification purposes. But they can't review other products which are not submitted by them.

The information submitted to the CPNP is available to Poison Control Centers and other similar bodies for medical treatment and consumer safety purposes.

When to submit information to the CPNP?

Before placing the products in the EU market, the new product notification has to be done. Except for the products containing nanomaterials, the notification has to be done a half year before commercialization.

The difference between CPNP and SCPN

Whereas CPNP is for the EU market, SCPN is for the UK market. On 1 January 2021, the UK government launched the new UK cosmetic notification portal SCPN (Submit Cosmetic Product Notification). Every cosmetic product has to be notified via SCPN before selling on the Great Britain market. Contact us!
